The BMV Prevention Program
BMV= Burglary of Motor Vehicle. Our program raises awareness and reduces crime through random, visual inspections of parked vehicles on participating properties. Inspectors leave a bilingual PASS/FAIL reminder card to educate drivers—no fines, no citations—just prevention.
This program is a partnership between HPD, S.E.A.L. Security, participating property owners/managers, and the International & Southwest Management Districts.
How it Works
for Properties

Opt in
Property managers or their contracted security teams enroll the property.

Random inspections
While on routine patrol, staff visually check vehicles for simple risk indicators (e.g., window open, property visible, other).

Leave the card
The PASS/FAIL card educates the driver and directs them to the public results page via QR code.

Track outcomes
District reviews participation and shares quarterly results and best practices.

Reinforce
Keep signage visible; rotate messaging to maintain awareness.
Do’s and Don’ts
for Managers/Security
DO
Conduct random, non-intrusive visual checks; do not open doors or touch vehicles.
Leave PASS/FAIL cards only; no tickets, warnings, or confrontations.
Prioritize well-lit, high-traffic areas and visible patrols.
Report suspicious activity to HPD and follow your company SOP.
Educate tenants and employees: “Remove it or lose it—nothing in plain sight.”
DON’T
Don’t detain individuals or escalate. Call 911 for in-progress crime.
Don’t photograph license plates for public posting.
Don’t imply a violation, fee, or liability. This is education, not enforcement.
Don’t conduct inspections in a way that blocks traffic or creates hazards.
