Shopping Carts Update
Phase II of the shopping cart pilot program has begun. This year the project will be undertaken in both Districts J and I (East side). Carts will be picked up on a biweekly basis for 6 months. This temporary cart retrieval program will be funded by those respective Districts' Council District Service Funds.
You may remember that I sponsored an amendment to the FY2017 Budget that called for the implementation of a citywide Solid Waste Department Shopping Cart Clean-Up Program. Toward that end, the City Council Shopping Cart task force has been meeting regularly for the past several months. The Task Force has undertaken discussion of how the City might best address shopping cart blight.
Representatives from retailers and vendors such as Kroger, HEB, Wal-Mart, Target, and Fiesta have participated in these meetings. The Houston Apartment Association, the Super Neighborhood Alliance, the Coalition for the Homeless and various City Departments have also participated. Discussions have centered on proposed ordinances or private sector efforts to establish an ongoing program that will remove shopping carts from public roadways, areas and waterways. The Task Force's work isongoing.
As we implement Phase II of the pilot program, please forward to your District J office the locations of stray carts. That information will be provided to the Solid Waste Department as wayward carts can be retrieved from public rights-of-way.
